After a bipartisan Senate vote to fund federal government functions, the longest shutdown in the nation's past appears to be wrapping up.

Government workers who were furloughed will resume their duties. Along with those deemed essential will begin getting their pay cheques – including retroactive compensation – once again.

Flight operations across the United States will go back to relatively stable functioning. Food assistance for financially struggling individuals will restart. Federal recreational areas will return to public use.

The various hardships – from significant to trivial – that the government closure had created for countless individuals will ultimately cease.

However, the governmental fallout from this historic impasse will probably continue even as government functions resume regular activities.

Here are three major insights now that a resolution path has emerged.

Democratic Divisions

In the final analysis, the opposition party compromised. Put another way, enough centrists, ending-career senators and politically vulnerable legislators offered Republicans the required backing to reopen the government.

For those who sided with Republicans, the financial hardship from the funding lapse had become too severe. For other party members, however, the political cost of backing down proved intolerable.

"I cannot support a bipartisan deal that persists in leaving millions of Americans uncertain about they will pay for their medical treatment or whether they can pay for illness treatment," commented one prominent senator.

The approach in which this funding crisis is resolving will definitely resurrect previous conflicts between the party's activist base and its institutional core. The party splits within the political organization, which had been reveling in electoral successes in several states, are expected to deepen.

Democrats had expressed vehement disagreement to GOP-supported reductions to federal initiatives and employment cuts. They had accused the previous administration of broadening – and periodically violating – the limits of executive power. They had cautions that the country was moving closer to authoritarian governance.

For several liberal analysts, the shutdown represented a critical opportunity for Democrats to set limits. Conservative legislators promised a vote on healthcare financial assistance. However, a senate procedure doesn't ensure successful implementation, and there was few concrete alterations between what was proposed originally and what was ultimately approved.

The minority party members who finally separated with their political organization to endorse the deal indicated they had limited hope of achieving progress through prolonged opposition.

The compromise legislation only provides funding for most government operations until the end of next month – basically just long enough to manage the holiday season and a brief extension. Democrats may have compromised this time, but they escaped any significant political damage for blocking the conservative budget plan for several weeks. In fact, public opinion surveys showed falling ratings for the administration during the closure timeframe, while Democrats gained significant victories in regional voting.

With left-leaning analysts voicing frustration that their party didn't achieve sufficient concessions from this shutdown confrontation – and only a minority of legislators supporting the compromise – there may be strong impetus for more battles as midterm elections approach.

Additionally, with meal aid services now funded through autumn, one particularly sensitive public policy matter for Democrats has been temporarily removed.

It had been nearly five years since the previous government shutdown. The governmental situation suggests the future impasse may occur much sooner than that earlier timeframe.
